The reaction by who or which country? Which declaration of war? Austria has been involved in several wars in the 18th-20th centuries. For WWI, Austria had four separate declarations of war with various countries. The reaction to Austria declaring war against Serbia was Russia, Germany, France, Britain and the other allied countries mobilizing their armies and falling into the war like toppled dominoes, and Austria declaring war against Russia a week later on Aug. 6th.
